4. RCIESM


Royal Commission of Inquiry on Electoral System in Malaysia

I am calling for RCI ESM as a last resort to cool down the heat of the GE13.

I never met Najib but some say he is sort of a nice guy.  So what kind of legacy he wants to leave behind especially the grievous allegation of the massive rigged General Election 13 with a flawed mandate. So let it be RCIESM be the legacy Najib leave it for the nation and then hand over the Government to next person.

Najib is still young politically and after the House of Malaysia or 1Malaysia is restored to proper order, he can try again if politics is in his blood.

Like Najib was so daring to install the RCI on Illegal Immigrants Sabah (RCIIIS) since August, 2012 but somehow delayed by the little Napoleans in the drawing up of the Terms of Reference which took more than 6 months to comeby.   The actual TOR of RCIIIS looks like a plagiarized edition of what I had written in my first edition of EPIC of Sabah on Extra People IC published in July 2002.  However, the RCIIIS was pledged to be implemented before GE13 and delayed by the Tanduoa Invasion since February, 2013. 

Unfortunately 5th May, 2013 is now one of the darkest day since 56/50 for Malaya and Sabah.  The sound 55 in Mandarin means in Hakka as dark or even black where Sabah have a very number of Kuek speaking people.  In Hakka 55 mean “never.no, never/no” and so Najib can transform 55 into a bright day now with the completion of two RCIs namely RCIIIS (stalled) and RCIESM (to be installed) for a better 1Malaysia.

So to help Najib who is still very busy with post GE13 activities now installed as the PM with the acronym NAJIB, I will propose TOR for RCIESM.  The earlier acronym “RAHMAN” had come to pass incredibly.  So who want to go further with NAJIB where J can be Joshua in IGGG Malaysia?

1.                 The history and background of the Electoral system
2.                 The structure of Electoral System
3.                 The legal aspects of Electoral System including amendments over the decades.
4.                 The administration of the Election Commission and its faults
5.                 The Roles of Police, the Government  Printer,  Malaysian Anti Corruption Commission,  Registrar of Society,  and the Judiciary.
6.                 The impact of all the items In 1-5 above on the trend of recent General Elections 2004, 2008 and 2013.
7.                 The parties concerned to be meted with appropriate punishment for deliberate distortion, manipulation and violations of the Electoral system.
